What a Seoul IP address tells you
KINX carries 90 of the 135 exchange participants PeeringDB records in Seoul, more than the other six exchanges combined. KRIX(SEJONG) and Equinix Seoul list 10 apiece, BGP.Exchange - Seoul, packet:ix and KOIX eight each, and 6NGIX one. Colocation counts run higher: the 19 facilities on record report 147 networks, with KINX Dogok at 55, KINX Gasan at 30 and Equinix SL1 - Seoul at 23. The registry attaches no carrier ASNs to any of the seven exchanges, so it names no South Korean mobile operator as a peer in the city.
An address a database places in Seoul need not be a device in Seoul. Operators announce address blocks from a registry record that carries one address for an allocation that can cover the whole country, and mobile traffic leaves through a small number of gateways that need not sit near the subscriber. Geolocation providers read the operator's own published location and repeat it, so a phone connected in another province still resolves to Seoul in most lookups.

Do South Korea mobile carriers peer in Seoul?
The registry attaches no carrier ASNs to any of the seven Seoul exchanges, so no South Korean mobile operator is recorded as peering there. That is silence in the record rather than evidence that mobile networks exchange no traffic in the city.
Does an IP that geolocates to Seoul mean the device is there?
No. The city label comes from the address block's registration and the operator's published location, not from the device. A subscriber elsewhere in South Korea can leave through a gateway whose addresses are registered to Seoul and will read as Seoul in every database copying that record.
