Bakcell ASN, MCC/MNC and IP prefixes

Bakcell is a mobile network operator in Azerbaijan and a telecommunications subsidiary of NEQSOL Holding. Its mobile network is carried by AS197830, registered to BAKCELL-AS BAKCELL LLC and confirmed in a mobile role. PeeringDB lists the same number under the name BAKCELL. Bakcell uses MCC 400 with MNC 02.

The registry records one ASN for Bakcell, AS197830, marked as carrying the operator's mobile network. At the last probe it was announced with 12 IPv4 prefixes and 1 IPv6 prefix, a small routed footprint on both protocols. PeeringDB holds a record for the number under the name BAKCELL, typed NSP, with bakcell.com given as the network website. Peering runs through Azertelecom, AS196925, a separate company inside NEQSOL Holding that the registry does not list among Bakcell's own ASNs.

The mobile role is confirmed for that number, so it is the one to match for this operator's mobile traffic, though an operator ASN can also route fixed and business lines, and the number by itself does not tell you which kind of connection an address sits on. The single announced IPv6 prefix means IPv6 traffic from this network is possible.
