Viva ASN, MCC/MNC and IP prefixes

Viva is a mobile network operator in the Dominican Republic, registered as Trilogy Dominicana, S.A., with no parent group recorded in the registry. Two confirmed ASNs sit under that name, AS27896 and AS46198, and neither is documented as the mobile one. Viva's code is MCC 370 with MNC 04.

Two ASNs are recorded under Trilogy Dominicana, S.A. AS46198 is the one carrying traffic, announcing 45 IPv4 prefixes and 2 IPv6 prefixes at the last probe, with a PeeringDB record named Trilogy Dominicana AS46198 and typed Cable/DSL/ISP. AS27896 announces no prefixes at the last probe; PeeringDB names it Trilogy Dominicana AS27896 but records no network type. Neither ASN has a documented role, so the registry does not say which one carries the mobile network.

An address whose origin ASN is AS46198 is routed by Trilogy Dominicana, the company behind Viva. AS27896 announces nothing at the last probe, so no live address traces back to it. No source assigns either ASN a role, which means an address under them could be mobile, fixed or enterprise, and the origin ASN alone does not settle it. The registry records 4G LTE as the generation Viva runs.

Research note. Legal name Trilogy Dominicana, S.A. (RIPEstat, Wikipedia). Wikipedia says the Telemicro group (Juan Ramon Gomez Diaz) acquired Trilogy Dominicana at end of 2015; parentGroup left empty because it is not a telecom group in the brief's sense and only Wikipedia states it. ASNs had no asn.txt candidates; found via web search and confirmed on RIPEstat: AS46198 announced=true, AS27896 announced=false. PeeringDB returned HTTP 429 for both. Homepage (fetched via curl, TLS chain incomplete for WebFetch) states 'la red 4G 4x4 más moderna del país'; Wikipedia: 4x4 MIMO 4G LTE launched August 2017; no 5G mention found. MNC table lists CDMA 1900, GSM 1900, UMTS 1900, LTE 1700 for 370-04.
