The MCC identifies the country and the MNC identifies the operator inside it. Together they appear in the IMSI of every SIM on the network and in device diagnostics; they are how a handset knows which network it is on.
About Orange
The registry holds four autonomous systems for Orange in France. AS3215 is the consumer network and the one documented as carrying mobile; at the last probe it announced 924 IPv4 prefixes against 45 IPv6 prefixes, the widest of the four. AS5511, Opentransit, is Orange's international IP transit and wholesale backbone rather than a consumer network, and announced 701 IPv4 prefixes against 14 IPv6. AS2278, OrangeLabs, announced 3 IPv4 prefixes and 1 IPv6. AS2300, Orange-IPX, announced no prefixes. The probe returned no PeeringDB name or network type for any of the four.
An address whose origin ASN is 3215 is routed by Orange's consumer network in France, which is where its mobile traffic sits, though fixed subscribers share that autonomous system and no source separates them, so the origin ASN alone does not make an address mobile. An address originating in AS5511 belongs to transit and wholesale infrastructure. For AS2278 and AS2300 the registry documents no role, so an address there could be mobile, fixed or enterprise, and the ASN does not answer the question.
Research note. AS3215 is registered in PeeringDB as 'Orange France' (type Cable/DSL/ISP) and in RIPEstat as 'AS3215 Orange S.A.', announced; it is the consumer AS for Orange France (fixed and mobile share it; no source splits mobile out). AS5511 is Opentransit, Orange's international IP transit/wholesale backbone (PeeringDB type NSP), not consumer. AS2278 (OrangeLabs) is announced; AS2300 (Orange-IPX) is not announced per RIPEstat; roles not stated by any source. The remaining candidates 2279-2309 and 2340-2347 ('FRANCE-TELECOM-AS' / OCB / OCNB) were not verified and are omitted. Orange is the group itself (Orange S.A., orange.com); the Wikipedia infobox lists the French state (APE) as 23% shareholder.
