What a Dhaka IP address tells you
Dhaka holds every internet exchange PeeringDB records in Bangladesh. BDIX is the best connected with 166 participants and ISPAB-NIX follows with 123, while BTCL IX, AIX-BD, SUMMIT NIX, KTL-IX, NOVO NIX and BSCIX run from 39 participants down to 3. Colocation is thinner than that fabric. The 27 facilities in the city hold 86 network presences between them, and the busiest, the BDIX Main Node at Panthapath, records 18 networks, ahead of Earth Telecommunication Dhaka with 12 and ISPAB-NIX-DC with 11. None of the four mobile operators in the Bangladesh carrier registry appears in the participant records of these exchanges.
An address that geolocates to Dhaka need not be attached to anything in Dhaka. An operator registers a block against the address in its own registry record, and geolocation databases copy that published location across the whole range, so a prefix held by a company registered in Dhaka reads as Dhaka wherever its customer connects. Mobile traffic widens the gap. Grameenphone, Robi, Banglalink and Teletalk each carry a national subscriber base out through a small number of gateways, so a handset far from the city can leave through an address every database calls Dhaka.
The origin ASN on the specific prefix says more than the city label. A route originated by AS24389, AS24432, AS45245 or AS45925 sits on a Bangladeshi mobile network whatever city a database prints for it, while the same Dhaka label on a prefix from a network that appears only in the facility records points at a fixed line or a server. Read the netname and the registered holder on that prefix alongside the origin, and the city field stops carrying the weight.

Questions
Which internet exchanges are in Dhaka?
PeeringDB lists eight exchanges in Dhaka. BDIX is the best connected with 166 participants, ahead of ISPAB-NIX with 123 and BTCL IX with 39. AIX-BD has 35 participants, SUMMIT NIX 20, KTL-IX 17, NOVO NIX 11 and BSCIX 3.
Do Bangladesh mobile carriers peer in Dhaka?
The carrier registry lists Grameenphone (AS24389), Robi (AS24432), Banglalink (AS45245) and Teletalk (AS45925) as the country's mobile operators, and PeeringDB records none of those ASNs in the participant lists of the eight Dhaka exchanges. That silence is a gap in the registry rather than proof about how they route.
Does an IP that geolocates to Dhaka mean the device is there?
No. Geolocation databases follow the location an operator publishes for its address block, and Bangladeshi mobile networks send subscribers out through a small number of gateways. A Dhaka label identifies the network holding the address, so check the origin ASN and the netname on the prefix instead.
