Telia Eesti ASN, MCC/MNC and IP prefixes

Telia Eesti is a mobile network operator in Estonia and a wholly owned subsidiary of Telia Company AB. AS3249 (ESTPAK Telia Eesti AS) carries its converged fixed and mobile network, and AS16014 is the operator's GRX roaming-exchange ASN. The registry also records AS198632, which has no documented role. Telia Eesti uses MCC 248, MNC 01.

The registry records three ASNs for Telia Eesti. AS3249 is the announced production network and at the last probe carried 31 IPv4 prefixes against 4 IPv6 prefixes; PeeringDB lists it as Telia Eesti with the network type Cable/DSL/ISP. AS16014 (ESTPAK-GRX) is the operator's GRX roaming exchange, announced nothing at the last probe and has no PeeringDB record. AS198632 (EE-ESTPAK-IPT) announced a single IPv4 prefix, 85.89.32.0/19, and no source states what it carries, so the registry leaves its role undocumented.

An address whose origin ASN is AS3249 is routed by Telia Eesti, and that ASN announces the fixed and the mobile side of the network together, so the origin ASN does not tell you which one an address belongs to. AS198632 has no documented role; an address inside its single prefix could be mobile, fixed or enterprise, and the ASN alone does not settle it. AS16014 exists for roaming interconnect rather than public routing and announces no prefixes, so no public address originates from it.

AS198632 (EE-ESTPAK-IPT, 'IPT' = IP transit) announces one prefix 85.89.32.0/19; purpose not stated by any source, so role left unknown. AS16014 (ESTPAK-GRX) is Telia Eesti's GRX roaming-exchange ASN, not announced in public BGP (0 prefixes on RIPEstat) and has no PeeringDB record. Candidate MNC 248-13 dropped: the MCC/MNC table lists it as 'Not operational, MNC withdrawn'; 248-01 is the live Telia network (former EMT). Parent: telia.ee/ettevottest states 'Ainuaktsionär Telia Company AB' and 'Oleme osa rahvusvahelisest Telia Company grupist'. Generations: telia.ee/5g states Telia opened Estonia's first 5G network in 2020 with coverage of 97% of population; no telia.ee page explicitly stating 4G/LTE service was found (only a generic reference to 3G/4G as predecessor technologies), so 4G is not listed.
