The MCC identifies the country and the MNC identifies the operator inside it. Together they appear in the IMSI of every SIM on the network and in device diagnostics; they are how a handset knows which network it is on.
About Vodafone
The registry records nine ASNs for Vodafone in Germany. AS3209, held under the VODANET name, is the one documented as mobile, and at the last probe it announced 311 IPv4 prefixes against 18 in IPv6. AS201917, registered to Vodafone Group Services GmbH, announced 33 IPv4 prefixes and none in IPv6. The remaining seven were registered but announcing nothing, among them the legacy cable networks AS20825, AS29562 and AS31334. PeeringDB carries the last of those as Vodafone Kabel Deutschland GmbH with the type Cable/DSL/ISP.
An address whose origin ASN is AS3209 is routed by Vodafone in Germany on the ASN the registry documents as mobile. That is the strongest signal the registry holds, and it still does not identify a single address as a handset connection, because the prefixes are not broken down by access type. The other eight ASNs are recorded as fixed, enterprise or with no documented role. An address originating from one of those could be mobile, fixed or enterprise, and the ASN alone does not settle it.
Research note. AS3209 (PeeringDB: 'Vodafone Germany', aka Vodanet, website vodafone.de; RIPEstat: announced) is the only Vodafone GmbH ASN currently announced per RIPEstat and carries the German network. AS3211, 6751, 15709, 20825, 29562, 31334, 13083, 21044, 34419, 201829, 203642 are registered but not announced per RIPEstat. Kabel Deutschland / Unitymedia / KabelBW ASNs are the legacy cable (fixed) networks. Vodafone Group Services GmbH ASNs (13083, 21044, 34419, 201829, 201917, 203642) are group/data-centre networks, not the consumer mobile network. BNetzA list (Stand 03.08.2026) assigns 262 02, 04, 09, 42, 43 to Vodafone GmbH; 43 was not in the candidate rows but is on the regulator list.
