The MCC identifies the country and the MNC identifies the operator inside it. Together they appear in the IMSI of every SIM on the network and in device diagnostics; they are how a handset knows which network it is on.

About AT&T

The registry records nine ASNs for AT&T. AS16572, AS17258, AS19540, AS20057 and AS27522 carry a mobile role, and of those only AS20057 announced anything at the last probe, with 1,474 IPv4 prefixes against 161 IPv6 prefixes. AS7018 and AS6389 are the fixed networks, announcing 631 IPv4 and 15 IPv6 prefixes, and 54 IPv4 prefixes with no IPv6. PeeringDB names AS7018 as AT&T US - 7018, AS2685 as AT&T Canada and AS2686 as AT&T EMEA, all typed NSP.

An address whose origin ASN is one of these nine is routed by AT&T. AS20057 is the one ASN here that both holds a documented mobile role and announced prefixes at the last probe, so an address originating from it sits on the mobile network. AS16572, AS17258, AS19540 and AS27522 are registered as mobile but announced nothing, so they will not show up in live routing data. AS7018, AS6389, AS2685 and AS2686 are recorded as fixed or enterprise networks.

Research note. Consumer mobile network is operated by AT&T Mobility LLC, which the AT&T Consumer Service Agreement identifies as 'AT&T Mobility LLC, acting on behalf of its FCC-licensed affiliates doing business as AT&T'. ASNs were taken from the full ARIN list for AT&T's ARIN org handle AEL-360 (70 ASNs) rather than from the noisy name-match candidate list; the candidate list's university and Verizon entries (AS18, AS25, AS104, AS1688) were rejected. AS20057 is the ASN that carries the consumer mobile network (1,635 announced prefixes as of 2026-09-06). AS16572, AS17258, AS19540 and AS27522 are registered to AT&T Mobility but are NOT currently announced in BGP (RIPEstat announced=false), so they should not be expected in live routing data; AS46164 (ATT-MOBILITY-LABS) is likewise unannounced and was omitted. AS7018 and AS6389 are the fixed/broadband and backbone networks, AS2685/AS2686 are AT&T Global Network Services (enterprise/managed). MCC/MNC rows: the candidate rows 310/380, 310/560 and 310/016 are listed as NOT operational and were dropped; candidate row 310/980 was rejected outright - it belongs to Peoples Telephone / Texas RSA 7B3 (spectrum later sold to AT&T), not to AT&T Mobility; candidate row '310/38' is a malformed duplicate of 310/380 and was dropped. 312/670 is FirstNet, whose operator of record is AT&T Mobility; the further FirstNet codes 313/100-313/190 are listed under 'AT&T FirstNet' / '700 MHz Public Safety Broadband' and were left out of this list. parentGroup 'AT&T Inc.' is the SEC registrant (CIK 0000732717) for the AT&T group.
