An address that geolocates to Bangkok tells you which operator registered the block, not where the device sits.

What a Bangkok IP address tells you
Exchange traffic in Bangkok concentrates in three of the ten exchanges PeeringDB lists. BKNIX carries 70 participants, Thailand IX (TH-IX) 62 and BBIX Thailand 50, leaving 90 memberships spread across the other seven. Colocation carries similar weight, with Telehouse - Bangkok reporting 68 networks and TCC Technology's Bangkok data center 55, part of 303 network presences across 21 facilities. Two of Thailand's three mobile operators appear on exchange member lists here. AIS peers at TH-IX, BBIX Thailand and CSL Thai-IX Bangkok; dtac peers at those three and at TRUE-IX.
An address that geolocates to Bangkok need not be attached to a device in Bangkok. Operators announce address blocks from a registry record that names one administrative address, often the head office, and the whole block inherits that point. Mobile traffic in Thailand leaves through a small number of packet gateways, so a phone in another province can appear on a prefix whose registered location is Bangkok. Geolocation databases largely copy what the operator publishes, which is why a whole /20 can resolve to one set of coordinates.
Checking the origin ASN on the specific prefix gives a firmer answer than a city label. AIS announces mobile traffic from AS45458 and AS131445, dtac from AS17724, AS132032 and AS133543, and TrueMove H from AS55490; a Bangkok result on one of those is mobile access somewhere in Thailand rather than proof of a Bangkok location. A block that traces to a network present in Telehouse - Bangkok or STT Bangkok 1 is a hosted address, and the netname on the prefix usually says which network holds it.
Mobile carriers in Thailand
A mobile address in Bangkok is routed by one of the country's operators. Each entry lists the operator's ASNs, so you can check which network an address belongs to.
Questions
Which internet exchanges are in Bangkok?
PeeringDB lists ten. BKNIX has 70 participants, Thailand IX (TH-IX) 62 and BBIX Thailand 50. The rest are TRUE-IX (20), CSL Thai-IX Bangkok (18), CSL Thai-IX Singapore (16), AMS-IX Bangkok (16), CSL Thai-IX Malaysia (13), BGP.Exchange - Bangkok (4) and SYMPHONY THAI - IX BANGKOK - 1 (3).
Do Thai mobile carriers peer in Bangkok?
AIS and dtac both appear on Bangkok exchange member lists. AIS is at Thailand IX (TH-IX), BBIX Thailand and CSL Thai-IX Bangkok; dtac is at those three and at TRUE-IX. The TrueMove H mobile ASN, AS55490, does not appear on any Bangkok exchange list in the registry.
Does an IP that geolocates to Bangkok mean the device is there?
No. The city label comes from the address block's registry record and the operator's published location, not from the handset or the server. An operator whose registry address is in Bangkok can announce the same block to customers anywhere in Thailand. The origin ASN and the netname on the prefix are more informative.
