Operators announce address blocks from a registry record that carries one address for the whole allocation, often a company office. Someone checking a Bogota address should read the origin ASN and the netname on the specific prefix rather than the city field. The carrier registry gives Claro AS26611, Tigo AS27831 and WOM AS271773 as mobile ASNs, while Movistar has none recorded, so a prefix originating outside those numbers is not Colombian mobile. A netname pointing at a customer of Equinix BG1 or EdgeUno Datacenter Bogota Colombia (BOG4) describes a hosted network in a facility, not a phone on a cell.
