Oklahoma's counted capacity splits between two cities. RACK59 Data Center in Oklahoma City lists 25 networks, close to half the state's 53 facility presences on its own. Tulsa holds seven of the eleven sites, where TierPoint Tulsa-Archer records 11 networks and TierPoint Tulsa-State Farm six, with single-network counts at OneNet OSU Tulsa, 321 S Boston Ave, TulsaConnect DC3 and Jackson Technical Datacenter. Hulbert has one entry, Lake Region Technology and Communications. Traffic has a local meeting point in iX-OKC, whose 16 participants match the 16 peers recorded for Oklahoma.

An Oklahoma IP address describes a registration, not a position on the ground. Geolocation providers read the address an operator publishes for its block, so a range entered under an Oklahoma City address can front equipment in Tulsa or outside Oklahoma. Mobile pools compress this hardest. AT&T, T-Mobile and Verizon carry subscribers through regional gateways under mobile ASNs such as 20057, 21928 and 6167, so a device on a Tulsa cell site can present an address that a database reads as another state.

Reading the origin ASN and the netname on the exact prefix tells you more than the state field. A prefix originating from a carrier mobile ASN is part of a subscriber pool whose city entry follows the carrier's own registration, while a prefix from a network present in RACK59 or a TierPoint Tulsa site has a facility record you can check against it. Oklahoma's 11 facilities cover only three cities, so a state-level result narrows the question very little.
