Traffic can meet locally rather than leaving the state. SIX Seattle records 368 participants, and SpokaneIX gives the eastern side of the state its own exchange with 12.
A Washington IP address is a claim in a published record, not a measurement. Address blocks carry the location the operator registered for them, and geolocation databases read that registration. AT&T, T-Mobile and Verizon route subscriber traffic through regional gateways, so a phone in Spokane can present an address that databases place in Seattle or outside Washington entirely.
